You mean the Kung Fu Flip.
Just search for it on Youtube and you'll get a tutorial.
Off the top of my head, get into cover crouched down, put the camera over you you, then press B and A rapidly while pulling back on the left analog stick.
That's probably not it, so I suggest searching Youtube.
